Attached are the proposed revision to the Ripon Area School District (RASD) tax levy, a notice of change in the adopted budget, a memo outlining the revised budget, and a detailed budget adoption document.

Summary:
For the 2024-2025 school year, the mill rate will decrease by $1.02 per $1,000 of property value, bringing it to $6.93—the lowest since 1984. This reduction is primarily due to a significant increase in state aid (+$643,837) and a substantial rise in district property values (+$102,399,520), which allows the total tax to be distributed across a larger tax base. As a result, the average homeowner with a property value of $100,000 will see a $102 decrease in their school district taxes compared to the previous year. However, actual taxes may vary due to property reassessments or changes in the property values within your municipality. The revised budget includes updates for state-certified values, covering general aid, property taxes, per pupil aid, private school vouchers, and other state aid. It also reflects adjustments for more accurate estimates since the Annual Meeting, including expected increases in open enrollment revenue, related expenses, and medical insurance premiums starting in January 2025.  
Budgetary Impact:
Approval defines the amount of property taxes the district may raise for the 2024-2025 fiscal year.  
Recommendation
I move to approve changes to the adopted budget as presented. BE IT RESOLVED: That the Ripon Area School District Board of Education adopt a tax levy of $6,877,433 for the 2024-2025 school year, said levy to consist of an amount of $260,000 for Community Services; $2,116,769 for Referendum Approved Debt Service; $111,089.14 for Non-Referendum Approved Debt Service; and $4,389,574.86 for General Operations.
